UltraVNC cannot be used with KES11

I have just Upgraded to KES11.0.0.6499 and am using UltraVNC 1.1.9.6

When connecting to a Device  with VNC, I can Open the KES11 utility but cannot do anything else with the KES Utility.

In the Policy I have WINVNC.EXE  as a trusted application with all option Boxes checked

%ProgramFiles%\ULTRAVNC\WINVNC.EXE and %ProgramFiles (x86)%\ULTRAVNC\WINVNC.EXE

In the "General Settings", "Application Settings", the setting "Disable external management of the system services" does NOT have a check in it. 

Any recommendations to allow UltraVNC to work?

Will that need installed to All KES 11 devices?

Will a restart be needed?

We have 5000 devices and that is pretty painfull when the devices are used 24 hrs a day and 7 days a week, downtime is difficult.

Disable each component one by one, you will come to know which component is blocking your application.
