We manage it through the OSMP console, and we have noticed that even when a file is added to both "Scan Exclusions" and "Trusted Applications", it is still detected by the PDM module. The current suggestion is to submit the file for exclusion from the Kaspersky Technical Support, but I’m wondering if there is any other method to prevent this detection. Also, if a file is added to both Scan Exclusions and Trusted Applications, is it correct that it will still be detected but not deleted?

Давайте иначе объясню, по логике разработчиков: ближайший сервер = самому быстрому/стабильному серверу, если вы находитесь на территории России в районе Поволжья, то ближайшим сервером вам будет явно Москва, никакая другая, то есть этот же сервер для вас будет самым быстрым, так как находится рядом. Поэтому вам легче и проще выбирать нужный вам сервер вручную из доступного вам списка:
