This settings is under: Settings (gear icon) / Performance settings / PC performance optimization / PC resource consumption Turning it off set Kaspersky Service 21.22 startup type to manual. And after I exit the App (from the notification area), it also the service as well.

That option Wi-Fi Security Checkup is actually in Kaspersky VPN settings. I have also enabled in Profile -> Settings.
