New version 21.17.7.539(a) solves that problem. At least that fixes everything for me.

I am using Kaspersky standart 21.17 and it blocks all vpn connections especially opera. I am tired of this and havent been fixed. Some user said they have downgraded but nobody told how to do it. Anybody can tell me how to do it?

Enter security>Intrusion Prevention There are all the apps installed on your computer. Try to search your app and services. Right click and put to low restriction (yellow tag) this app controls all app behaviour in you computer.

I have the same problem, but i found a workaround. As mentioned if you unintentionally upgraded to 21.17.7 you cant connect to opera vpn. If you do this it works. Disable two modules 1) Ad blocker module, 2) Safe browsing module. When you diable both it works. I assume problem is safe browsing module because adblocker module just disables image loading bu safe borwsing completely eleminates web page. I cant found any options or adjustment inside the safe browsing that lets me browse in opera.
