This is weird, when I type this URL: dev.azure.com in different browsers, I'm redirected to:
https://azure . microsoft . com/en-us/products/devops/?nav=min
But I don't get any error or issue 🤔
Anyway, try to add that URL to this encrypted connection settings exclusions:

Looks like it is Chrome, do what I suggested in my previous post, also check all the apps installed in Your device, if there is some suspicious.

Bienvenid@ a la Comunidad de Kaspersky.
Es normal que el instalador inicie con Kaspersky Estándar, y dependiendo de la licencia almacenada en el sistema o bien que se le proporcione, se convierto en Plus o en Premium.
Realiza un ScanDisk de tu disco C:, comprueba que están instaladas todas las actualizaciones de seguridad de tu Windows mediante Windows Update, comprueba también las Opcionales.
¿Has realizado una actualización sobre la versión 21.16c o una anterior?.
Prueba a desinstalar completamente, desde el instalador propio de Kaspersky en Panel de Control -> Programas y características, reiniciar y ejecutar de nuevo el instalador del 21.17.

Así es, y es un comportamiento correcto, hay que decirle que siga la instalación aun apareciendo Estándar, si ya tenéis una clave en el sistema de Plus o Premium, la detectará y cambiará al producto correcto acorde con la licencia.

Welcome to Kaspersky Community.
I just checked all the downloaded files with the tool "HashMyFiles" (NirSoft), and there are LOTS OF REDUNDANT FILES, I mean, many are the same file with different name, but with the same hash:
Only of one archive, there are 83 copies with different names! 🤦♂️🤷♂️
Similar issue, with other files...
Also, I checked some of them with VirusTotal service, and none of the antivirus solutions there detected nothing...
Anyway, I will try, WITH TIME, to clean the list (remove redundant copies of files), and test them in a Virtual Machine.

Welcome to Kaspersky Community.
That's a known bug when You upgrade (overwriting) from KTS to KPlus/Premium, and only in Windows 11.
There are 2 diffrent solutions: uninstall and do a clean installation of KPremium, or check this Windows registry workaround, You will not get just the same result, but You will get the old style menu options for scanning and KSN checking:
