Cannot downlaod anything in any browser from safe locations

Using edge or chrome to download safe files (e.g. from google drive or google photos) is saying there's a virus. This is only happening AFTER I attempted an uninstall of Kaspersky. The uninstall itself seemed to only partially work so I had to manually remove a lot of residual files. 

How can I make sure the software is *completely* off my machine?

I had to uninstall it because it was reporting steam games as threats and causing instability, so not working as intended.

Please post screenshot of detection. 

Also you can uninstall it simply from control panel but first please post screenshot. We need solve detection.
