List of allowed and disallowed blocked banner websites not holding. List disappears as soon as I leave page

My anti-banner is on and I have added a list of websites to allow banners. As soon as I leave the page and go back to settings this list is gone (and yes I do save the settings). I am using a public wifi with VPN, might this be interfering in some way?

Using the Internet Security product on a windows 10 home laptop.

What is the version of Kaspersky product you are using? You can find out by hovering your mouse pointer over the Kaspersky icon in Windows task bar.
Can you provide an example of the website where you need to allow banners?
