The application language is "hardwired" into the installer. It does not depend on the OS language.

Disable self-protection (Open the main antivirus window >> Settings (gear icon) >> Security settings >> Self-protection >> Uncheck "Enable self-protection" >> Continue.) and unload the antivirus from the system tray,  
Then run the registry editor (Win+R >> regedit) >> navigate to the following registry branch:  

HKLM\SOFTWARE\WOW6432Node\KasperskyLab\AVP21.2*\environment  

Find the LocalizationList parameter and change its value to en-GB (you can simply use en)  
Launch and enjoy.
