Install Error when i try to upgrade

Hello Together, 

I try to push 12.3 to all users, but I have an error with those devices that have the version 11.11.0.452 installed I can't Upgrade and get this error message, is there a fix for this? 
Because this version is on 199 devices and I won't install it manually on the other devices.

"Remote installation has been completed with an error on this device: Fatal error during installation. (Your computer already has another localization of a Kaspersky application installed. Please uninstall it before installing Kaspersky Endpoint Security for Windows.)"

I am also facing the issue during the upgrade from 11.9 to 12.3 using a remote installation task and it gives some fatal error code 1330 during installation. Kindly help me if you have any ideas.

Our environment is air-gapped (having no internet connection) and we actually want to upgrade from 11.9 to 12.3 for windows and from 11.3 to 11.4 for linux.
