Firewall blocking upload speed

I have been using Kaspersky for the last four months with no issues. Recently I moved to a new house and contracted a new internet provider. still - no issues. Suddenly I have no upload speed. other devices in my home network show no problems. the only thing that worked for me was disabeling Kaspersky firewall. Any ideas what can cause this strange behavior? and what can solve it? Thanks
