Kids Safe can be completely bypassed

Hello,

My son has found out that when he restarts his mobile, it takes the program to start and apply the settings (whether the time limits or the total blocks). In the first seconds after having restarted, when he selects an app, the restrictions of Kids Safe DO NOT APPLY. So he has unlimited time and entry. 

How to fix that?
