I purchased a Primum Kaspersky and VPN Premium features didn't activated In my secound Email, But first Email works fine. FYI I bought an account up for 20 Device.

Welcome!

Kaspersky Premium Unlimited VPN is for the *subscriber account* exclusively, all other User accounts on the subscription get Kaspersky Standard/Free VPN.

 *normally the person who paid for the subscription, in this case you*

The *subscriber account* can sign into multiple devices to access the Unlimited VPN using the *subscriber account email*, however, if a secondary email is used the VPN will be Standard. 

In (your) MyKaspersky account, the Subscription tab, for Kaspersky Premium - should show:

• Kaspersky Premium for 20 devices/20 Users. 
• Premium Unlimited VPN for 1 User. 
• Kaspersky Premium Password Manager for 20 Users.
• Kaspersky Safe Kids for 1 User & up to 100 devices, for 1 year.  

The following image shows a subscription for Kaspersky Premium for 10 devices/10 Users, Premium *Unlimited* VPN = 1 User, same as yours, except the Device & User Account # differs:
