How to block a program to access internet via active Proxy or vpn ?

I have proxy (VPN) on my some devices , How to block specific application to not access to internet via that proxy settings on the windows settings or any other way?

I have checked blow configuration but the application can still connect to internet :

It seems there is no anyway to do it!

you can block an application using Application control

Application control can prevent an app to not connect to any NETWORK interface or prevent to run it ?

No, I need the app to run but can not connect to internet in any condition.
