@Pinkpot Welcome. Can you please clarify and  provide more details. 

So, you got a full version KTS license serial xxxxx-xxxxx-xxxxx-xxxxx after your 1st payment

? Now you have to pay a surcharge after you already purchased the premium version ?

FYI , anyway this Forum can’t fix this problem your only option is to contact K-Lab Technical Support :

After submitting a ticket to K-Lab  you will receive an autoreply with an INC number,

this for further exchanges with a Kaspersky Lab collaborator
