With System Watcher, modified date of a folder is updated when you run the exe file.

To be more precise, it seems to update modified date of the folder containing the exe file. After some experimentation, I found that turning off System Watcher stops these modified dates from changing after a period of time (roughly a minute or two).

I think this is probably a problem starting with this version, 21.19.7.527.

Edition    Windows 10 Pro
Version    22H2
OS build    19045.5131
Experience    Windows Feature Experience Pack 1000.19060.1000.0

Kaspersky Plus Edition version - 21.19.7.527(b)

Is this a bug? Or is this intended?

Upon further checking, it seems that the modified date of the folder containing the exe file is changed when running the exe file only from an encrypted? disk, such as a disk created with veracrypt. This doesn't seem to be a problem for normal users. Sorry for the confusion.
