Uninstalling network agent without password

Hello,

One of our computers has a defective network agent installed (service not running on the computer , computer shown with blue icon in KSC as if the netagent is not installed). I cannot uninstall it as it has an old password , and I cannot change the password using the netagent strategy as the network agent is not running.

Perform the removal locally using the cleaner utility

Edit : I tried but the command line tool still asks for a password
