UK Android License Question

My brother said he would purchase a "basic" serial for my Android tablet next week, he lives in Europe (Spain) and I live in the UK. But I have just been told off a friend that this will not work, since UK left Europe and it won't activate. Can someone confirm if this is correct. As I'm confused about this. Many thanks.

Welcome!

It has nothing to do with UK leaving Europe, the Kaspersky subscription license must be purchased & activated in the same country; once it's activated it can be used anywhere in the world. 

IF (your) brother purchases the license in Spain, he must install the software, on his phone, in Spain, to activate the license. 

Alternatively, the license could be purchased from Kaspersky's Global website, licenses purchased from there are not limited by regional restrictions: https://www.kaspersky.com
