Previously opened malicious link detected. Result : Not Processed

I got a notification that says "Previously opened malicious link detected." and the result is Not Processed.

I saw someone asked about this before but i still dont quite get it. This is the post i found. 

 

In this post, Igor said that Sometimes the product can show “not processed” when it is not possible to cure the threat. The good news is that the link was blocked, you are safe. 

Then how can i tell if the "not processed" i got means blocked or not possibe to cure? 

I did a full scan after I got this notification and it turned out to be 0 detection. Does this mean that the 'not process" i got means it got blocked?

In short, the malware is present on the site, not on the device. It gives this warning because it cannot delete the pest on the site because you are not authorized.
If it states that your system is not infected, you don't need to think about anything else.
It provided protection and briefly reported that no data was written in the system.

Then what's the point of mentioning it? And what about the harm that the pest caused?

How did he know that it was blocked by Web AV? The report mentioned that it was not processed?
