new users still get "enter activation code" screen [MOVED]

We're using the Endpoint Security Cloud product, and would like to add users. According to https://help.kaspersky.com/Cloud/1.0/en-US/169565.htm , to add a user: 1) I enter user email address, 2) they get a custom email, 3) they download the application from the email. This all works. However, at this point my users generally get the "Please enter activation code" screen. Are activation codes per-product (one for our corporate Cloud setup), or per-user? I thought the custom email automatically linked the user to our corporate Endpoint Security Cloud installation. If not, how can I generate a code to send them? thanks! ~ John //Mod Note: moved to proper section.
