Is it possible to have one main policy for all the managed devices and then add sub-policies on a group level?

Yes, it is possible. On the group, go to policies and add a new policy, but unmark the "inherit from the parent group" checkbox.

No, my question was incomplete. I need the parent policy to be applied as well so that the devices in the groups can take the policy changes from the parent's policy as well. I need to keep both active.

As per my knowledge, there will be only one active policy per application.

So either it is the group's own policy or the parent's policy inherited.
