Does Kaspersky use livechatinc.com for support chat? I was taken there by clicking on “talk to an expert” and I just don’t see anything mentioning that site being used by Kaspersky. Plus it seems weird that they would use a third party chat site for support.

Yes, the support portal is provided by Livechatinc.com.

The staff are Kaspersky employees, based in Malaysia, providing 24 x 7 x 365 technical and sales support across the globe, for Kaspersky only

The new version of the support chatline has plummeted in usefulness by 90%. I miss the direct contact with support staff which left you with a record of exchanges to refer back to when the problem arose again. I was in this precise position yesterday. Confronted with the new chat hosted by “Peter AI”. He seemed quite unable to understand the simplest question and kept asking  me to rephrase the question. After about 10 iterations I gave up and now have no idea how to contact Kaspersky to resolve my problem.

Renewal is imminent and I shall seriously consider changing my IS provider. And that is after many years of sticking with Kaspersky and being very satisfied with it.
