KSC 11 or 12 - Not Responding after launch . Connection with Administration Sever Terminated

This is a brand new install.

Window 2016 Server 

Tried SQL Express + KSC12

then also did a clean install of  SQL developer Edition + KSC11

Both times KSC launches connected to Administration Server and then goes in “Not Responding” status after 30seconds. 

The error message displayed is : 

First Error 

After clicking OK - next error

After clicking Yes - next error

 

 

 

Lots of error on SQL Logs : Server has 32GB memory or which 20GB is reserved for SQL

If it helps anyone. Its a SQL 2019 specific issue.  Was able to resolve this by  the following. Also, listed in the article :

Run the following commands (if you chose a different name for the database, use that name instead of KAV):

USE KAV

GO

ALTER DATABASE SCOPED CONFIGURATION SET TSQL_SCALAR_UDF_INLINING = OFF

GO

Dialogue box kept popping saying “Service is not respond. Error unable to start service. Error: The servce did not repomd to the start control request in a timely fashion.” How do I get this issue resolved?
