Rules have been created. Teams work on some computers but not on others (local network)

what is the endpoint version on workstations , if 12.8 then goto network settings of keswin policy , uncheck scan encrypted connection and goto advance settings uncheck TLS 1 .

It doesn’t work. 

Issue reproduced only with enabled web control. Works fine when disabled.
