Kaspersky Rescue Disk version 24 (Latest Build) Won't Load

Dear Kaspersky, 

Recently I tried to download the latest version of Kaspersky Rescue Disk version 24 (Latest Build). 
When I tried to run on my Intel i9 9900k rig, it won't load as it will stuck at the cursor blinking non-stop. 
If I press the power button it will initiate a power down and I tried on a older rig Intel i7 3770k. 

The older rig can run without any flaw so I not sure what is wrong or the version 24 has compatibility
issues with newer hardware. For the meantime I will use the much older V18 which is much 
less bug free and can load easiliy on any PC hardware.
