Welcome!

  1. Is the software *genuine* Norton Utilities?
  2. Is the Norton Utilities *combined* with any Norton AV software? 
  3. Norton *Utilities* as a stand-alone-product is *not* listed: List of applications incompatible with Kaspersky for Windows
  4. PDM issues need to be analysed by Kaspersky Virus Lab experts, please do the following: log a request with Kaspersky Customer Service, https://support.kaspersky.com/b2c#contacts  - on the support page, select either Chat or Email, then fill in template as shown in the image below; (fill in (your) software - we've used Kaspersky Standard as an example) - please include any screen images of the error & a *detailed history*. I use Kaspersky for antivirus and Norton Utilities is not an antivirus, but I uninstalled Norton Utilities now :)

The point is that Norton is incompatible with Kaspersky ...

I deleted the Norton utility and decided not to use it.
