How do I regain user acct control?

How do I regain user acct control, one of my neighbors hacked my wifi and disabled my wifi ethernet and Kapersky VPN. My admin PW doesn’t work at all.

1. Kaspersky Secure Connection-VPN does not use password protection. 
2. Kaspersky Internet Security (KIS) does have password protection, do you wish to reset the KIS password protection?

Thank you for your answer. I need user account control returned as in Windows operating system. I can’t use my wifi without it, using backup. I also  can’t access the secure VPN because that adaptor has been disable by some1 too.  Thank you

1. Regarding the Kaspersky Security Data Escort Adapter, is it unable to be enabled?

 

Without knowing the Windows version:

1. Open User Accounts in Control Panel.
2. Click Add or Remove User Accounts.
3. Click on the account you would like to change password from the Choose the account you would like to change.
4. Click Change the password

However, it would be much better to seek assistance from the Microsoft Technical Support Team. 

In Windows Sign in options screen, select Get help, then proceed with the help request in their Online chat tool

If it’s the router/modem that’s been hacked - find the reset button/switch on the router and reset to default admin user and password - probably printed  on the device ?

I would like to thank everyone for the replies about above issue.  It wasn’t the router and M’s Tech support team couldn’t help. Finally I worked around many of my permissions being blocked and reset my entire device and started with a clean slate.  Someone had hacked my entire computer.  Now it works better than when I first bought it.
