Welcome to Kaspersky Community.

 

Did You upgrade to 21.16 overwriting a previous version? If so, then uninstall, and perform a direct clean install of Kaspersky 21.16

I have tried a brand new installation, but the problem still persists. Can I provide you with logs to help locate the problem faster
