Encryption unlock only unlocks 1 of 2 partitions on drive

I have a drive I am trying to unlock and it unlocks one of the system partitions but not the OS partition. I can open the system partition and see it as a normal drive using the process to unlock a locked drive attached to a different computer, but the main partition containing the OS and data is not accessible.

 

Any thoughts?
