Database will not update

My Kaspersky says my protection may be at risk and I need to update my database. I tried to do this but it just goes to 9 percent and then stops. I have tried everything and have also ran a complete scan of my computer. Nothing is working and I would like to fix it

1. Has the computer been shut down, using Shutdown, not Restart, then powered on, with the power button?
