Computer acting weird and object not processed system32 and an odd temp file. (cannot located the file either)

So i’ve reset my computer a few times already but i always seem to get these problems:

• My Windows Defender app & browser control and virus & threat protection would always be off whenever i would turn on my computer.

• Task Host Window would prevent from shutting down my computer.

• I have gotten 2 ransomware on my discord even after resetting my computer. (Almost as if it was waiting on my system to attack.)

• I  think my registry editor is probably messed up.

I also performed a full scan and i got these 4 objects not processed:

My last resort would be using kaspersky rescue disk.
