Cluster option missing, not showing in the installer

Hello. Hopefully someone knows the answer to my issue. I am trying to setup a cluster on two servers. I run the installer and it meets the requirements. I accept the terms and the next step only shows me standard or custome and does not provide the cluster option. 

Does anyone know what may prevent the cluster option from showing in the installer? I have tried the full installer for  versions 11, 12, and 13 with no success at all.

Hi, as far as i know, installation wizard shows that “cluster option” only when the hosting machine already belongs to a MS cluster.
