Can't allow location reveal, after turning off VPN

I looked at all of the posted issues and clicked on a few I thought may help, but no success. So sorry, if this turns out to be a duplicate post.

Since installing Kaspersky, I've been unable to use a website that requires me to allow location detectionl due to laws that don't allow this site to be used in some states. However, mine is an approved state. I can access the site, but when it ask to allow location detection or if I try to add money via paypal, it doesn't work. I turned off my VPN, still no success. I reached out to their customer support and they told me that my VPN is showing active and not allowing access. I'm using Windows 11

This is strange ? , did you try to flush DNS  ?
