KART gets data for registration form from this site. For successful registration you must have access to this site.

Sorry to bother but I had the same problem. I was connecting from Spain so there shouldn't be a censorship problem. I tried directly connecting, connecting with Kaspersky VPN and Adguard VPN, but none of them works for access to the aforementioned site.
