On Windows 10 is there a way to keep apps from running in the background and block their network activity, but only when they are not running?  When I launch the apps I would like them to run and connect to the internet, and when I shut them down I want them to be blocked from running in the background and connecting to the internet.

Also is it possible to block network activity for an app with exceptions?  Like when I click on "Check for updates" then it would be allowed to connect.  Or even allow it to connect to certain domains always so it can check for updates by itself, but block any other of its attempted internet connections always.  ?

Your response doesn't acknowledge most of what I wrote here.
"Ask User" doesn't actually do anything.  It never even asks, it still just blocks the program from connecting.  If you're saying that is the solution, well it isn't working.
I've tried "Ask User" with several programs and it never asks me, it just does nothing.  I've never once seen a pop up from Kaspersky asking me to allow a program to access the internet.

Besides that, I don't want it to ask me.  I want to set up a rule that if it's running then allow it.  If it's not running, then don't allow it (And the other options I'm asking for).  I shouldn't have to be manually giving permission every time I use a program.  I should be able to set up the firewall to do it automatically.

The Ask user option is available when Interactive Mode is turned on.

Ok thank you, but I already have that turned off.  Kaspersky deleted a friendly app that I use.
