Please tell me, is it possible to send files to Kaspersky Threat Intelligence Portal via the context menu (similar to VirusTotal Uploader for virustotal.com) from Windows and Linux?

No, unlike VT, there is no Kaspersky Threat Intelligence Portal app, simply select the File Analysis option, via a web browser, browse for the file, upload, scan...
