Windows Virus interfering with Windows downloads Please HELP

hello kaspersky. i've stupidly allowed a Virus on my PC which was parading as a Kiddions Mod Menu for Grand Theft Auto V on YOUTUBE before the new year.

i've formatted my hard drive and deleted partitions on my 1TB SSD and kaspersky rescue disk says my pc is clean. i've scanned with ESET Smart Security after formatting and says my pc is clean and malwarebytes Detects Nothing! i dont know what to do.

 

will The KVRT detect the virus ? but my Game Downloads on STEAM or Rockstar Games Launcher keep dropping to zero bandwidth. what must i do to regain control of my pc ?

A Kaspersky scan without detection means your system is clean.

If You even formatted Your system, I doubt the virus is still there, the issue probably is in Your account You use to play. And no antivirus can fix that.

 

Create a new account and try, but probably You will lose of Your games.

 

I downloaded 2 variants of that tools, and K. detected malware in both:
