Windows JetBrains Intellij IDEA IDE is currently running outside of our known port range

Intellij IDEA plugin EduTools uses port ranges to send learning tasks from website (for example, stepik.org or hyperskill.org) and solve it in IDE.

Problem: If you founded message "IDE is currently running outside of our known port range" in Intellij IDEA (maybe other IDE of JetBrains too, like PyCharm and etc). To solve it you need to create 2 "allow" rules for TCP and UDP port ranges 63342-63362 and restart OS.
