What can be done if someone actually has a GPU rootkit with a keylogger?

Out of curiosity, I would like to ask this interesting question on a forum like this.

So what can be done if someone actually has a GPU rootkit with a keylogger?
Let's assume that the person has already done everything, reinstalled Windows, updated all software, and does not install anything from unreliable sources, also tried almost every antivirus, but none of them ever find anything. So, it can be said that their computer is actually not infected and it is simply a case of paranoia.

But something is not right, because there is a person, let's say a criminal who works under higher-ups in the black market, and can use techniques that are used against, say, terrorists. These professional hacker techniques could even be helpful in the underworld to monitor certain individuals without leaving any trace. We have reached the point where this is already crossing over into a movie plot, and either the person is insane or trolling. By the way, this mysterious person who is trying to deal with a suspected GPU rootkit is a completely average individual who also meets people online and had no idea that one of the people they were getting to know was capable of such things, that they could hack into almost anyone, even those they only communicate with online.

So what can be done in such a situation? Send the graphics card to the manufacturer for inspection, or throw it away and buy a new one every time you press a key? Or do you have to live with the fact that the purchased computer or phone will actually always belong to someone else? If I understand correctly, the authorities are not really interested in such hacker myth stories, they have more important things to do.
