webcam not working, When I allow the webcam, The app still can't use it. [Closed]

The above link does not provide a fix. I have installed Total Security and disabled Webcam Protection and rebooted. Despsite this the Webcam cannot activate to use Windows Hello (like it did before Kaspersky was installed). It seems Kaspersky has had an effect on the Biometrics ‘Windows Hello Face Software Device’ in Device Manger. This needs a fix please.

Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
