VPN Are Not Available When Region Is China

Recently, I can not connect to VPN on my desktop but can connect on my mobile. I find it weird because I do not update the app or change anything on my system. Until last week. I still can connect on my desktop. Then I find out it is because the region setting on my desktop. I understand that this VPN is not available in China, but why I can not access it when the region is set to Taiwan? It does not work even when I change to Singapore. Is there anyway to solve this

I can access to VPN properly if I change region to Vietnam. But that is not the point. I want to use it regardless of which region I set for my window
