VM Licensing for Small Office Security

I have a Single Windows Server 2019 Running 4 VMs (Hyper-V) , each VM is a Windows 2019 Server

If I buy a 5 User Small Office Security License, will I be able to use the License key for all  VMs or do I have to buy additional Licenses?

Small Office is designed for small companies with up to 25 devices

At the same time, installation on server platforms is supported only up to 3 servers, and this is when purchasing a license for 25 devices.

when purchasing license 5-14 - installation on 1 server

when purchasing a license 15-24 - installation on 2 servers

when purchasing a license 25 - installation on 3 servers
