The VPN connection is temporarily unavailable ?

Hello, I'm new here

On Windows 7 there are no problems.

But on Windows 10 Enterprise build 19044 I cannot use Kaspersky VPN.
I get the message "The VPN connection is temporarily unavailable."
That message appears even when the internet connection is disabled.

My question: Two Kaspersky VPN services are running normally,

but are there critical Microsoft Windows 10 system services required?

Because some of them are disabled on my system.

i checked the site the requirements are ok.

but which windows service are needed ?
