I don't know why, even though it has four users, currently only 2 users

  1. Which *actual* Kaspersky software is installed - is it *really* Kaspersky's *free* Anti-Ransomware Tool, on the windows hidden icons, right-click the Kaspersky icon, post back the *full name* of the Kaspersky software please? 
  2. Read & follow this guide: What to do if the maximum number of activations for the entered activation code is exceeded?

To reset the activation counter, submit a request to Kaspersky Customer Servicehttps://support.kaspersky.com/b2c#contacts  - select either Chat or Email, then fill in Activation & License issues, Exceeded the limit of activations template; KC Service will assist you.
