Sysinfocap is using the webcam

Hi

Is it normal for sysinfocap.exe to access or use the webcam?

Apparently it is a system process made by Hp and is part of the HP Systems Hsa.
I had a Kaspersky notification that said sysinfocap.exe is using the webcam.
Did full scan with Kaspersky but no threats found. Kaspersky says it has a valid hp certificate.
All instances of the exe are located where they should in system32 in HP subfolders.
Is it even possible for such a process to be able to even control the camera, as it is primarily an info capture process? Just worried if someone has accessed my webcam and need to know how to go forward or if it could be a false alarm from Kaspersky or possibly something that has gotten through.
