Webcam Protection is a component of Kaspersky Internet Security 19 that prevents unauthorized access to your web camera. You can deny all applications access to the web camera, or create groups of trusted applications that will be allowed to access it. Also, plus kmscom above, As far i know webcam is enabled for trusted applications but you can disable for every app.

Open kaspersky > settings > Application control> Change trust group for unknown applications And selectr trust group manually from the list.. But skype is default marked as trusted..

Hello TeenieB,
Additional to the info from Nexon....
When you click on Skype, Kaspersky software should generate an alert "SkypeApp" "Application is not allowed to access Webcam", that alert is captured by Kaspersky application reports, go to Reports, the path of Skype executable is recorded.
I've just tested & (for me) the path is:

C:\ProgramFiles\WindowsApps\Microsoft.SkypeApp_14.40.70.0_x64__kzf8qxf38zg5c\SkypeApp.exe

Yours may be different, however, that's what needs to be added:
I selected:

  • Do not monitor application activity

& voila, Skype vision is working.
