Problem with access to bank statements, “Err_Connection_timed_out”

My wife tried to get online bank statements.  Got “Err_Connection_timed_out” message.  Using Windows 10, Total Security, Windows defender “off”, ethernet connection.

I tried to reach the same website on each computer in my office and had same result.  Finally turned on Kaspersky VPN and was able to access the site.

I got to looking for instructions to “whitelist” the address and couldn’t find what I was looking for.  It would seem safer to access this information through an ethernet  connection and my Kaspersky Total Security than sending the traffic through a VPN.  Am I wrong or right?

Can somebody point me to the right instructions for allowing traffic to and from my bank?

@MajorMike Welcome. Can you please try to switch your network setting on another DNS server such as e.g. Google DNS , OpenDNS,  CloudFlare DNS … ?

Thanks for answering.  I tried using Google Chrome and MS Edge.  I’m using https//, if that means anything.

@MajorMike Please try this in your network settings under the control panel :
→ Details → Select “Internet Protocol Version 4 (TCP/IPv4)” → Select details.
→ Enter DNS servers as shown below
