Open a port in Kaspersky Total Security does not work

How do I open a port on Kaspersky Total Security?

Can somebody tell me all the steps?  I found another topic about Kaspersky Internet Security 2017 and followed those steps but I still get the message that the port is closed.

What did I do wrong?  Ideas?

→ Settings → Firewall Settings → Packet Rules → Add → Protocol : (e.g.) “TPC”

• Remote ports:
• Local ports:

“You can specify a range of remote or local ports (for example, 6660–7000), list multiple ports separated by commas, or combine both methods (for example, 80–83,443,1080).”
