No data yet (with blue question mark) for users that I can't block USB access.

I locked out all users from using external USB devices. when a user needs access to a USB device i move the user to a group that has access. i have three users this wont work for, and all three have a blue question mark in front of their user names, No data yet (with blue question mark)
