no antivirus activated

since few time I Get an alert message at the windows10 starting telling me that both windows defender and kapersky are deactivated.

Unfortunately when I try to reactivate kapersky in the security windows, nothing happen

the same issue exist  with the firewall

how can I solve these issue

Please run MSCONFIG and disable WD in the Services and at Startup + Reboot ?
