Network Attack Blocker malfunction

I have used kaspersky free for a few years without issue. A few days ago, kaspersky is showing Network Attack Blocker malfunction sign. I tried to install and uninstall, both don't work... Uninstall failed because a "NDIS Filter failed to stop" error. Install failed due to an existing installation, no idea what's going on... Any ideas?

Oh I forget to mention, now my "free" subscription is showing blocked as well.

Tried another uninstall, this is what I get: "Error 29023. Failed to unload an earlier version of the application. Changes made by this installation will be canceled."

3. Full screen screen-print of the "Network Attack Blocker" & full details of the error? 
4. Is there an IP address listed in the "Network Attack Blocker" error & is it familiar (to you)? 
5. Full screen screen-print of "free subscription is showing blocked" error blocked?

7. At this moment - are you signed into (your) MyKaspersky account, from the Kaspersky Free application? Yes or no?
